[北京 １５日 ロイター] - 中国政府の８月の土地販売収入は２０カ月連続で減少した。債務問題が深刻化する中、地方政府の財政を一段と圧迫しそうだ。
政府土地販売収入は、中国財政省が１５日に発表した統計に基づくロイターの計算で前年比２２．２％減少。前月は１０．１％減だった。
１─８月は前年比１９．６％減の２兆７１００億元（約３７２８億２０００万ドル）。
長年の過剰なインフラ投資と土地販売収入の急減を受け地方政府の負債は拡大。中国経済と財政の安定に大きなリスクをもたらしている。
Ｓ＆Ｐグローバル・レーティングのクレジットアナリスト、ウェンイン・ホァン氏は「重要な収入源である土地販売収入の減少は地方政府の財政を悪化させ、裁量的な支出能力を低下させる可能性がある」と指摘した。

健康への影響がはっきり分からない中、米軍基地周辺などで相次いで高い濃度で検出される事案が相次いだことから、環境省は2020年、河川や地下水など環境中に漏れ出したPFASの濃度について、PFOSとPFOAを合わせて1リットルあたり50ナノグラムという「暫定目標値」を設けました。
動物実験の結果から、体重50キロの人が生涯にわたって毎日2リットルの水を飲んでも悪影響がない水準だとしています。
一方、アメリカの環境保護局はことし3月、PFOSとPFOAの基準値をいずれも1リットルあたり4ナノグラムとする基準値の案を公表しています。日本政府も暫定目標値の取り扱いについて専門家による検討を進めています。

米連邦準備理事会（ＦＲＢ）、米連邦預金保険公社（ＦＤＩＣ）、米通貨監督庁は７月に「バーゼル３最終化」の実行細則案を公表した。この案に基づくと、米銀行業界全体で１６％の資本上積みが必要になる。
ＪＰモルガン・チェース(JPM.N)やゴールドマン・サックス(GS.N)など大手銀を代表する団体は公開書簡で、規制案には十分な公開データと分析が欠けており、行政手続法（ＡＰＡ）に違反していると批判した。

米政府高官の１人は、ウクライナ軍がロシア軍を分断し、主要な補給線に脅威を与える狙いでオリヒウ南方のロシア軍前線の突破を試みている今こそ、供与のタイミングだと強調。ＡＴＡＣＭＳないしＧＭＬＲＳの能力であれば、ウクライナ軍の士気を高めるだけでなく、必要とされる戦術的な打撃を実行できると付け加えた。
ただ４人の高官は、ＡＴＡＣＭＳやＧＭＬＲＳの供与がまだ正式に決まったわけではなく、土壇場で見送られる可能性もあると述べた。
政権内では実際、ＡＴＡＣＭＳの供与がロシアに対する過剰な攻撃と受け止められることを懸念する声があり、数カ月にわたって決断がつかない状況が続いている。
